Rachel White studies issues of power, voice and diversity in state and local education policy making and implementation processes. Her specific areas of focus include local school board politics and governance; superintendent turnover, mobility, and diversity; and state and local policy development and implementation, particularly around English learners, teacher working conditions, and school accountability and assessment.
